On 16 October 2017, President Putin of Russia signed a presidential decree implementing UN Security Council Resolution 2321, adopted in response to North Korea’s fifth nuclear test.
The decree provides for the suspension of scientific and technical cooperation with North Korea, with the exception of the medical field, and halts the export of a range of goods, raw materials and equipment to the country.
Yonhap News, citing Russia’s official legal portal, reported that the decree took effect immediately on signature.
Resolution 2321, adopted by the Security Council on 30 November of the previous year in response to the fifth nuclear test, effectively blocks North Korean coal exports and adds copper, nickel, zinc and silver to the list of banned exports — measures intended to strike at the North Korean economy.
